JOB DESCRIPTION
A. Position Overview
The HR Manager for our Ho Chi Minh branch will lead a small team of 4-5 members and oversee daily HR operations there. This role encompasses all HR activities from recruitment, training, payroll, performance management, corporate culture & intercom, and employee relations. Additionally, the HR Manager will be a key member of the Center of Excellence team, responsible for developing and implementing Talent Acquisition frameworks, methodologies, strategies, and standard processes on company-wide scale. The position reports directly to the HR Director in Ha Noi Head Office and has a dotted line to the HCM Branch Director.
B. Key Responsibilities
1. Business Partner for HCM Branch
Act as a business partner to all departments in the Ho Chi Minh branch.
Serve as a one-stop HR service for all leaders and managers, providing support and solutions for their HR needs.
Collaborate with department heads to understand their HR requirements and provide tailored support.
2. HR Operations:
Recruitment & Employer Branding:
Oversee the recruitment process, including job postings, candidate screening, interviewing, and selection.
Develop and implement employer branding strategies to attract top talent.
Build and maintain relationships with recruitment agencies and educational institutions.
Payroll:
Ensure accurate and timely processing of payroll.
Manage payroll-related queries and issues.
Ensure compliance with local tax and labor laws.
Performance Management:
Implement and manage performance appraisal systems.
Provide guidance on setting performance goals and conducting evaluations.
Address performance-related issues and provide coaching and support.
Corporate Culture & Inter-communication:
Promote and maintain a positive corporate culture which is well-established and aligned under Openasia 5 core values.
Facilitate effective internal communication and employee engagement initiatives.
Organize team-building activities and events.
Employee Relation & Compliance:
Handle employee relations issues, including conflict resolution and disciplinary actions.
Ensure compliance with labor laws and company policies.
Conduct investigations and address employee grievances.
3. Team Management:
Lead and manage a team of 4-5 HR professionals.
Provide guidance, mentorship, and support to team members.
Foster a collaborative and high-performance team environment.
Conduct regular team meetings and performance reviews.
4. Center of Excellence Member for Talent Acquisition:
Develop and implement Talent Acquisition frameworks, methodologies, strategies, and standard processes on a company-wide scale.
Collaborate with the HR team in Head office to ensure consistency and best practices in talent acquisition.
Monitor and analyze recruitment metrics to improve efficiency and effectiveness.
Stay updated on industry trends and best practices in talent acquisition.
JOB REQUIREMENT
Bachelor's degree in Human Resources, Business Administration, or a related field. Professional degree / certificate in HR (SHRM, CIPD, ATD…) is a big plus.
Good command of English.
Minimum of 8 years of experience in HR, with a strong background in Talent Acquisition. Experience in headhunting is highly preferred.
Proven leadership and team management skills.

Ability to work in a fast-paced and dynamic environment.
